Step 1: Right-click any blank area, point at New on the menu and select Shortcut in the sub-menu.

Step 2: As the window titled Create Shortcut appears, input %windir%\system32\azman.msc and tap Next.

Step 3: Enter Authorization Manager to name the shortcut, and hit Finish.
