Step 1: Right-tap blank space on the desktop, point at New in the menu and select Shortcut in the sub-menu.

Step 2: In the pop-up Create Shortcut window, type %windir%\system32\gpedit.msc and click Next.

Step 3: Name the shortcut as Local Group Policy Editor, and hit Finish to create it.
