From the following picture, you will know where the Quick Access Toolbar is in Recycle Bin. And this article illustrates how to customize it by adding or removing other toolbars including Undo, Redo, Delete, etc.
Video guide on how to customize Quick Access Toolbar in Recycle Bin:
Step 1: Open Recycle Bin.
Step 2: Click the Customize Quick Access Toolbar icon (i.e. the icon with a down arrow) on the top left, and select or deselect an option from the list.
As shown in the picture below, the Undo, Redo and Delete icons are pinned to the Quick Access Toolbar.
