Steps to enable or disable Dark Theme Mode in News on Windows 10:

Step 1: Enter new in the search box on taskbar, and choose News from the result.

Step 2: Open Settings by tapping the bottom-left gear icon, and turn on or off Dark Theme Mode (for Articles).

Tip: You can also realize the goal via the Turn on dark theme icon (i.e. the dark moon) and the Turn off dark theme button (i.e. the light sun) on the Today page, as shown in the following pictures.
