Once the shortcut for Internet Protocol Configuration (see the picture below) is created on the desktop, you can directly use it to check and configure the network address settings. Now, follow the guidance here to make such a shortcut by yourself.

Video guide on how to create Internet Protocol Configuration shortcut on desktop:
Step 1: Right-click the desktop, point at New on the context menu and choose Shortcut from the options.
Step 2: When the Create Shortcut window turns up, type C:\Windows\System32\cmd.exe /k %windir%\system32\ipconfig.exe in the blank box, and then tap Next.

Step 3: Enter Internet Protocol Configuration as the shortcut's name and select Finish.
