In Taskbar and Start Menu Properties (see the following photo) on Windows 10 computer, you can hide taskbar, replace Command Prompt with Windows PowerShell in Quick Access Menu and realize other settings. Thus, this article introduces the two most commonly-used methods to open it in Windows 10 Pro Technical Preview for your reference.

Note:
Right-click any blank area on the taskbar, and select Properties in the context menu.

Step 1: Open Control Panel.
Step 2: Type taskbar in the top-right search box, and tap Taskbar and Navigation.

Tip: In this step, you can also enter taskbar and choose a setting under Taskbar and Navigation such as Auto-hide the taskbar, Customize the taskbar, Group similar windows on the taskbar, Lock or unlock the taskbar and Turn toolbars on the taskbar on or off.
