Step 1: Right-click the desktop, point at New on the context menu and tap Shortcut in the sub-menu to open a new shortcut.
Step 2: Type %windir%\system32\mmsys.cpl and tap Next in the Create Shortcut window.

Step 3: Enter Sound and choose Finish in the following window.
