Way 1: Choose whether it starts when signing in via the keyboard itself.

Step 1: Type osk in search box and choose On-Screen Keyboard in the result to open it.

Step 2: Click Options on the keyboard.

Step 3: Tap Control whether the On-Screen Keyboard starts when I sign in from the options.

Step 4: Select or deselect Use On-Screen Keyboard and hit OK.

Way 2: Customize whether it starts when signing in via Ease of Access Center.

Step 1: Open Ease of Access Center using Windows+U, and choose Use the computer without a mouse or keyboard.

Step 2: Choose or deselect Use On-Screen Keyboard and click OK.
